Lagos State has taken a significant step in its climate action journey after Governor Babajide Sanwo-Olu signed a Memorandum of Understanding (MoU) with Climate Group, formally admitting the state into the Under2 Coalition, the world’s largest network of states and regions committed to achieving net-zero emissions and building climate-resilient economies.
The agreement was signed on Monday in London during the London Climate Action Week 2026, highlighting Lagos State’s growing influence in global climate governance and reaffirming its commitment to sustainable development, economic growth and environmental resilience.
Convened by Climate Group, the Under2 Coalition comprises more than 180 states and regions representing over half of the global economy. The platform enables subnational governments to collaborate, share best practices and accelerate climate action towards a net-zero and climate-resilient future.
The MoU is a non-binding commitment that aligns with Lagos State’s existing climate goals and priorities. While it does not impose legal obligations, it reflects a shared determination to deepen climate action and strengthen cooperation with governments around the world.
The signing coincided with Governor Sanwo-Olu’s participation in the London Climate Action Week, where Lagos showcased its innovative climate governance and financing initiatives, including its State-Determined Contributions framework and investment-ready climate projects.
Speaking on the development, Governor Sanwo-Olu said cities and regions are increasingly leading global climate action efforts, noting that membership of the Under2 Coalition would enhance Lagos State’s drive to build a resilient, low-carbon future while fostering stronger partnerships with leading governments worldwide.
“As Africa’s economic and commercial hub, Lagos is determined to prove that climate action and economic growth can go hand in hand, delivering meaningful benefits for communities and future generations,” he said.
The Special Adviser to the Governor on Climate Change and Circular Economy, Titilayo Oshodi, described the membership as a major platform for strengthening partnerships, exchanging knowledge and showcasing Lagos State’s progress in implementing climate and sustainability initiatives.
The Under2 Coalition welcomed Lagos into its global network, describing the state as one of Africa’s leading subnational governments with a compelling climate story and a strong commitment to achieving a net-zero and climate-resilient future.
Lagos State’s admission into the coalition further reinforces its position as a leading force in subnational climate action across Africa, opening new opportunities for collaboration, knowledge sharing and international partnerships aimed at accelerating climate resilience and sustainable development.
The London Climate Summit attracted global leaders, policymakers, investors and stakeholders in clean energy, environmental sustainability and climate-focused development projects.
Members of the Lagos delegation included the Commissioner for Environment and Water Resources, Tokunbo Wahab; Commissioner for Economic Planning and Budget, Ope George; Special Adviser on Sustainable Development Goals, Oreoluwa Finnih; and Special Adviser on Public Private Partnerships, Bukola Odoe.
